The Chrome Web Store rounds user counts down to the leading digit, so the user line moves in steps. The ratings count is exact and is the better signal of real adoption.
About YouTube Controls Below the Video
YouTube Controls Below the Video moves the YouTube control bar below the video instead of letting it sit over the picture.
When enabled, the entire control bar is moved out of the video and placed on a black area below it. Controls sit in their own separated space, so they cover less of the picture; on captioned videos, dialogue is easier to read while seeking.
Turn it on or off from the icon next to the time display in the YouTube player controls. Your choice is saved locally on YouTube and remains active for the next videos.
In fullscreen, the default YouTube control position is kept so the controls do not get clipped outside the screen.
