The Chrome Web Store rounds user counts down to the leading digit, so the user line moves in steps. The ratings count is exact and is the better signal of real adoption.

About Winnow

Everyone searches for something different. Winnow lets you tell your search results what matters to you. Describe it in plain words, like "official documentation", "independent reviews" or "fewer review websites", and Winnow re-orders the results on your search page around those preferences. The results you're most likely to want move up, each one gets a small score showing why, and one click brings back the original order. Nothing to learn and no new search engine: search the way you always do, just better. It's free for 20 searches a day, and unlimited from $3/month. Winnow is an independent extension and isn't affiliated with or endorsed by Google.
