The Chrome Web Store rounds user counts down to the leading digit, so the user line moves in steps. The ratings count is exact and is the better signal of real adoption.

About Website Cutoff

Stop habitually clicking the same sites over and over with Website Cutoff. Add the sites you want to limit, set how many visits are allowed per day, and Website Cutoff will block the site until tomorrow when you've had enough. If you want, optionally track your visit information and active time per site in the Statistics dashboard.
