The Chrome Web Store rounds user counts down to the leading digit, so the user line moves in steps. The ratings count is exact and is the better signal of real adoption.

About TabGuardian

TabGuardian prevents Chrome from automatically suspending and reloading your tabs. Once installed, it marks every tab as "not auto-discardable" so they remain active and never get killed by Chrome's memory management system. No configuration required - the extension works automatically in the background. Perfect for users who keep many tabs open and want to avoid losing their work or having tabs reload unexpectedly.
