The Chrome Web Store rounds user counts down to the leading digit, so the user line moves in steps. The ratings count is exact and is the better signal of real adoption.
About PdfSip - PDF Batch Downloader
PdfSip is a Chrome extension that scans the current webpage for PDF links, then lets you select and download them together from a side panel.
Open a page, wait for detection to finish, choose the files you need, and start the download. You do not have to open each PDF in a new tab.
A small floating button is also available, so you can open the side panel without using the toolbar icon.
