The Chrome Web Store rounds user counts down to the leading digit, so the user line moves in steps. The ratings count is exact and is the better signal of real adoption.

About Editback

Editback removes the PDF download–find–reupload loop. Open a PDF directly in Chrome and make browser-first edits without sending the document anywhere just to view it. - Find PDF links and embedded PDF viewers on the page you are already viewing. - Edit, annotate, redact, and organize pages locally in your browser. - Save immutable versions to your Editback workspace when you choose. - Save a copy back to Google Drive, or safely replace the exact Drive revision you opened. - Send documents for signature through your connected DocuSign account on Pro + Sign and Business plans. Your PDF stays local until you explicitly choose a save or send action.
