The Chrome Web Store rounds user counts down to the leading digit, so the user line moves in steps. The ratings count is exact and is the better signal of real adoption.

About Youtube Spot Saver

This extension saves your spot in a YouTube video when exiting the tab so you can return later. The spot you left off will save for 24 hours. YouTube has somewhat of a built in feature, but it does not always work for certain browsers and is not reliable.
