The Chrome Web Store rounds user counts down to the leading digit, so the user line moves in steps. The ratings count is exact and is the better signal of real adoption.

About YouTube Exact View Counts

Hate YouTube's new view count UI update? Me too. So here you go, enjoy! This should work fine unless you doomscroll and pull 10,000 requests over the course of a day, which really shouldn't be a problem.
