The Chrome Web Store rounds user counts down to the leading digit, so the user line moves in steps. The ratings count is exact and is the better signal of real adoption.

About Tooo Lab Browser Monitor

Report student browsing activity (page visits, searches, downloads, form submissions without values) to the school-operated Tooo Lab backend, gated by a short-lived token issued by the locally-installed Tooo.app desktop client. Used exclusively on school-managed lab devices under MDM control.
