The Chrome Web Store rounds user counts down to the leading digit, so the user line moves in steps. The ratings count is exact and is the better signal of real adoption.
About Override Chrome's New Tab Policy
This extension allows you to bypass the mandatory new tab page set by your organization or admin.
You can leave the url input field empty to go to the default Chrome new tab.
You can set a custom url to go to whenever you open a new tab.
You can also point the new tab to any local file on your computer.
And if you want to go to any new tab set by another extension, just get the url of the page opened by that extension and add it in the url field.
Supported urls start with:
"file://"
"ftp"
"urn"
"chrome-extension://"
"chrome://"
