The Chrome Web Store rounds user counts down to the leading digit, so the user line moves in steps. The ratings count is exact and is the better signal of real adoption.

About nmc Highlighter 1.4.3

It is an advanced "Concept Search" tool, a concept highlighter, a phrase highlighter, with convenient manual highlight mode. It is a prefect tool for enhanced reading productivity, or for extracting text/data/information from a web page. It works ONLY as a Chrome Extension, there is no separate desktop version of the software - though there is an Acrobat Add-on that works with Acrobat Reader/Pro DC on PDF files. It is cloud based. In basic mode, one does not need a user account.
