The Chrome Web Store rounds user counts down to the leading digit, so the user line moves in steps. The ratings count is exact and is the better signal of real adoption.

About New Tab, New Window

It's not perfect, but it's the best approach for disabling tabbed browsing. When you open a new tab, that tab will automatically move into a new window. Click the extension icon in the toolbar to temporarily disable new window behavior. New in Version 3.5 - Added toggle button to disable new window behaviour.
