The Chrome Web Store rounds user counts down to the leading digit, so the user line moves in steps. The ratings count is exact and is the better signal of real adoption.

About MS content untranslated

Google chrome extension to redirect from localized MS content to en-us content. Inspired by https://github.com/AirLancer/ffs_msdn_in_english but based on Google's (new) declarativeNetRequest API, a V3 manifest and using a background service_worker.
