The Chrome Web Store rounds user counts down to the leading digit, so the user line moves in steps. The ratings count is exact and is the better signal of real adoption.

About Dimmer Website

Dimmer Website adds a configurable gray overlay to webpages to reduce brightness and make reading more comfortable in dark rooms. You can toggle the dimmer on or off, adjust the overlay opacity, and set per-site preferences so specific websites always dim, never dim, or follow the global setting. Preferences are stored locally in Chrome storage and are not sent to any server.
