The Chrome Web Store rounds user counts down to the leading digit, so the user line moves in steps. The ratings count is exact and is the better signal of real adoption.

About BoldItalic

BoldItalic lets you type bold and italic text anywhere on the web, including social media and bulletin board sites. Enrich the format of your posts and messages with bold and italics. You can also choose between serif and sans-serif font to match best with the site. The feature is available at the touch of a single key, e.g Shift-Option-B toggles bold, Shift-Option-I for italic, etc.
