Parse an AWS S3 URI to generate a Console URL. Example: Transform the S3 URI "s3://my-bucket/path/to/my/file.txt" in to "https://s3.console.aws.amazon.com/s3/buckets/my-bucket?region=us-east-1&prefix=path/to/my/file.txt".
