The Chrome Web Store rounds user counts down to the leading digit, so the user line moves in steps. The ratings count is exact and is the better signal of real adoption.

About Access Guard

Access Guard lets an administrator restrict which pages can be opened in a browser profile. Specify a website and a list of paths, and those paths are blocked for anyone using that profile. Settings are managed centrally by the administrator. Intended for shared or delegated browser profiles where the account owner needs to limit access to certain pages.
